The PFI redevelopment of Southmead Hospital in Bristol reached financial close Thursday, Feb. 25, with the signing of a GBP263m senior debt facility, a GBP100m bridge to equity facility (corporate debt), and a GBP250m European Investment Bank loan.
The total contract, estimated to be worth GBP1.6bn, includes the design, build, finance, and 30-year operation and maintenance contract for an 800 bed hospital. The hospital is scheduled to open in 2013.
Macedonia Tenders Hydropower PPP

Macedonia's government is tendering for private concessionaires to design, build, operate and transfer 36 small hydro power plants in the Vardar, Strumica and Crn Drim river basins. The projects will have 20 megawatts of generating capacity.
Seven-year recycling and waste management contract

The City of Westminster has awarded a Ł 260m seven-year recycling and waste management contract to Veolia Environmental Services. The contract begins in September 2010, but the company will have the option to extend it for seven more years.
The company said it has identified numerous local initiatives, including extra investment in recycling education to increase participation rates and a commitment to reduce carbon emissions, to improve Westminster.
Renaissance of PPP in Spain

The Spanish Minister of Infrastructure Jose Blanco said the government would put greater emphasis on PPP projects for infrastructure investments during an austerity and efficiency plan to cut expenses and lower the cost of infrastructure. Rail transport would also be a priority, he said.
Scientific library in Ostrava (so-called Black Cube) in a form of PPP

The scientific library in Ostrava will be built based on the original project of former coalition between Civic Democrats (ODS) and The Christian and Democratic Union – Czechoslovak People’s Party (KDU-CSL) in the management of Moravia-Silesian region. Based on the proposal of the members of the municipal council of the new coalition of Social Democrats (CSSD) and Communists, this decision was made this Wednesday at the meeting of regional representatives.

EBRD to lend € 100m to Pulkovo Airport PPP

The European Bank for Reconstruction and Development will provide a EUR100m loan to help finance the Pulkovo airport outside St. Petersburg, Russia's first aiport PPP project. The airport, initially priced at EUR1.4bn, is also being reduced to a EUR1.2bn price.
Will there be a free time PPP park built in Ceske Budejovice?

Will there be a playground, climbing walls and other attractions for free time activities built in the forest park called Stromovka? Decision on the project worth 69 million crowns is to be reached next week on Thursday at the meeting of the municipal council. The city hall received a subsidy of 20 million crowns for the project and now it is trying to find out, where it could obtain the remaining amount of money needed to build the park.

Slovak economy is pulled by PPP projects

Slovak economy will be significantly supported by PPP projects, which are used by Slovak government to speed up building of the incomplete network of highways and expressways. Finance Minister Počiatek announced that the PPP projects should support the expected increase of GDP of 2.8 percent this year from as much as 25%.

Building of the 3rd PPP package in Slovakia officially starts today

The preparatory works needed for the launch and building of four stages of highway D1 in Northern Slovakia prepared as a part of the so-called 3rd package of PPP projects will officially begin. The stages of highway to which this project applies are Hričovské Podhradie - Lietavská Lúčka - Višňové - Dubná Skala and a slip way Lietavská Lúčka.

On the last day of January, Austria opened 28 kilometres of Vienna S1 ring road together with 23 kilometres of the “Northern Highway” A5, which connects Vienna with Mikulov and Brno. New highway leads from Schrick to Eibesbrunn. Total length of opened highway reaches 51 kilometres and the project was realised thanks to PPP.

The swimming pool near Lužánky will turn into a modern aqua park in 2013 thanks to PPP

So it is for sure now. The swimming pool near Lužánky will belong to the town, as Brno municipal council approved the project on Tuesday. The city hall has great plans with the deteriorating sports facility. Water paradise, which is planned to be built in Sportovni street, should be called Akvapark Brno. It might open as soon as in the year 2013.

PPP seems to be the ideal model for financing public projects, especially in infrastructure. The PPP system can also be used for financing of other smaller projects, as aged persons homes or social housing. PPP projects (Public Private Partnership) are mainly known from experiences from abroad.

Report on construction of R35 was discussed by the government yesterday

Report on construction of expressway R35 was discussed by the government yesterday. The government discusses preparation and construction work on this project every 6 months. Building of a parallel road with higher capacity now depends on decision of two regional governments. Liberec municipal council plans to reach a decision concerning the road near Cesky raj in February. The second decision will take place this spring in Pardubice region. Among the considered solutions is also a PPP project.

Slovak government passed concession contract for the so-called 3rd package of concession project

Slovak government passed at its session from January 21st, 2010, signing of the concession contract and appendix to the concession contract on design, building, financing, operation and maintenance of selected parts of D1 highway. Total value of the project (total of accessibility payments) is 3.654 bln. € in the net current value (app 95 bln. CZK) and investment value of the project is approximately 2 bln. € VAT not included (app 52 bln. CZK).
Concession contract is included as an attachment no. 4 of the file inserted.

More controversial public procurement = another argument supporting PPP

According to the daily E15, there are 2 giant contracts worth hundreds of millions of crowns announced by the Czech highway authority Ředitelství silnic a dálnic (ŘSD). These contracts have been announced with limited competition, which also means limited possibility of lowering high price of these contracts.

Daily Hospodářské noviny from this Monday published enlightening article on how rich client the city of Prague is. It organises public procurement projects every year from its CZK 50 billion budget. These projects often lack transparency. Not only because of that (or maybe that is why) Prague attracts attention of the whole country, because pretty much every contract worth several hundred million crowns is considered to be controversial and presents an interesting topic for journalists. Opencard, tunnel Blanka, building the subway, sewerage plant, underground parking, reconstruction of infrastructure or buildings … PPP model could have been used in at least 5 of these 7 projects, but why it wasn´t? Where is the catch?

Yesterday I read about the plans of the interim government on recommendations that would lead the country out of the crisis. It is no surprise to me, even though it might be for others, that the “cookbook” not only directly mentions the co-operation between private and public sector (PPP), but PPP also “lurks” behind many other proposals. In addition to that many other proposals are positive not only for PPP, but also for economy in general. High Speed Link Montpellier - Perpignan

French rail authority RFF has completed a public consultation period on the Montpellier-Perpignan high speed rail link and will report its findings to the government in the first quarter of this year. A source close to the authority said the project may be procured on a PPP basis.
Study of Transparency International on PPP

I have read the press release and a study of the Transparency International (TI) on pilot PPP projects in the Czech Republic. Criticism is in general one of the best feedbacks for our activities, so it is not surprising that this document also includes some interesting ideas and remarks. At the same time I also have to wonder a bit.
