Ditz: Private companies could take care of schools

Regulation of building highways will strangulate growth of Czech economy. The more efficient solution, which would on the contrary result in growth, is launching the PPP projects - co-operation between public and private sectors, says head of the PPP Association and director of corporate banking in ČSOB Marek Ditz.

Implementation of highway toll labels for passenger cars, the so-called vignettes, will fill the pages of media for some time, as critics call this system waste of the tax payers´ money.

Minister of Transport Gustav Slamečka claims that this is not waste of money, but only if the toll labels are used for payments per kilometre travelled by a car on a highway.

What are results of the »review« amendment of the public procurement bill?

Municipalities, just like other public procurement submitters will finally see the amendment of the bill no. 137/2006 Coll., which among other things also introduces deadline for placing complaints against tender conditions. This is long expected tool to be used for preventing purpose complaints of the contractor at the moment, when the whole process reaches its final stage.

Passing amendment of the bill no. 137/2006 Coll., which has been valid since January 1st, 2010, is certainly positive news, as also pointed out by the chairman of the Executive Committee of Public Procurement Association Mgr. Tomáš Machurek, partner of the law firm MT Legal s.r.o.

PPP project does not increase debt, but saves money. And this applies to the Czech Republic as well

The Czech Republic should finally start using the project of partnership between public and private sectors – so called PPP. If the indebted state does not choose the PPP method, some of the projects could not be realised at all.

New parking house opened in Hradec Kralove

New parking house with capacity of 500 cars worth 121.7 million CZK was opened in Hradec Kralove by representatives of Hradec Kralove town hall and company Atol, which operates the local parking system. Ceremonial opening took place 6 weeks after the parking house became operational.

PPP projects see brighter prospects as arguments continue over their merits

Three letters - PPP - were once on the tip of everyone’s tongue in the Czech Republic as a formula for carrying out large infrastructure projects. Public Private Partnerships then ceased to figure large in the political and public vocabulary. Now, PPP appears to be on the verge of a comeback as the economic crisis squeezes central and local government coffers. Even so, the arguments about the merits of PPP projects have not disappeared.

Private investor will participate in financing of a stage of the D3 highway

The next stage of South Bohemian highway D3 at the length of 35 kilometres between Veselí nad Lužnicí and Úsilné at the suburbs of České Budějovice should be built as a part of the so-called PPP project. In other words, there will be a private investor participating in financing the project together with the state. Minister of Transport Gustáv Slamečka said though that the original plan was to take advantage of this method for the whole stretch of the highway from Veselí to the state border.

A treatment that does not work yet

It should be a medicine in the times of the financial crisis and one of the solutions of how to build the needed infrastructure and at the same time not look for finances in the already empty state coffers. The projects should serve for co-operation of the state and private companies (PPP – public private partnership). The Czech Republic has the needed legislative, pilot projects have also been already chosen and there have been developed to a certain stage, but with no specific result so far, while in neighbouring European countries including Poland and Hungary there are several PPP projects running already.

Ministry of Finance: The financial crisis could help in development of PPP projects

Financial crisis could help in development of PPP projects in the Czech Republic. In times, when the revenues from taxes are decreasing and when people are looking for ways of preserving investments, especially in infrastructure, the PPP project could be the right solution. This was mentioned by Deputy Finance Minister Bohdan Hejduk during this year´s PPP Forum.

Charge to Enter the Center of Stockholm Has Its Positive Results

It has almost been 3 years, when the Municipal Council of Stockholm passed the draft to introduce fees to enter the city center. The trial period of the system started almost 12 months ago and was completed last week, i.e. on July 31. It was followed by evaluation of results and on September 17 a referendum is expected about permanent fees to enter the city center.

PPP Association standpoint towards placing documents

In a reaction on 5 actual placing documents of PPP pilot projects consultant, PPP Association has prepared the Standpoint towards them. The Standpoint was formulated on a basis of various comments by technical, legal and financial consultants and non-advisory members of association as well, thus it provides rather complex reflection of multiple point of views. The text concentrates primarily on qualification criterions, evaluation of placed offers and further recommendations. The Standpoint covers 9 key imperfections within all of actual placing documentations and it will be used mainly in a process of sample placing documentation of consultant formulation prepared by PPP Centre. JASPERS offers its free of charge technical support for major projects preparations

JASPERS stands on a model of a union initiative, which build on long-term experiences of the European Investment Bank (EIB) and the European Bank for Reconstruction and Development (EBRD) in the area of projects financed with the help of EU funds. All projects interested in such technical help for their appropriate formulation in order to increase its potential of being accepted by European Commission and therefore receiving corresponding financial aid from EU funds shall be submitted to national governments, which function as coordinating bodies of these funds. At this point when given project is handed to a coordinating governmental body it is possible to present such project to JASPERS team. There is no acceptance guarantee given for any project processed by JASPERS whatsoever, however, there is also no binding principle resulting for an applicant of taking loan form EIB or EBRD specifically.

The Chamber to Re-discuss the Cooperation of the Private and Public Sectors

Next week, the Chamber is going to discuss the rules of the cooperation of the public and private sectors, amended by the concession act. The Senate returned the bill to the Deputies. Among others the senators want to increase the limit from two million ten times. Exceeding the limit would need to follow the bill. The meeting will start on March 7.

Some time ago, Prime Minister Paroubek promised to supply public investments for annual amount of hundreds of billions. He meant it seriously and these days, he is going to realize his plan. His most important tools are going to be PPP projects, which will allow the state to invest private money. How something like this is possible and possible in the Czech Republic? These are the questions for Dobry hospodar, an economic magazine of Cesky rozhlas 6 and Hospodarske noviny newspapers.

ODS in elections / PPP

Last weekend, there was an ODS congress held in Brno. Civic democrats used it for presenting their strategy, which they are going to use for parliamentary elections next year. The party delimited its contents and put on a new face, too. We shall discuss this all in today’s Studio STOP with the mayor of Usti nad Labem, the election leader of the Region of Usti nad Labem and a man, who is going to face the top CSSD candidate – Prime Minister Jiri Paroubek in his region.

Great volume of buildings under construction can not be avoided under current circumstances

On 1st July, the State Fund of Transport Infrastructure celebrated the fifth anniversary of its existence and it has funded highway construction in the Czech Republic with approximately CZK 200 billion over this period. As the Fund’s director, Mr. Eng. Pavel Švagr CSc., says a great deal of work has been done within this period. We interviewed Mr. Pavel Svagr in connection with the Fund’s current activities and the future prospects.
