Czech government supports PPP policy1. 6. 2007Pilot PPP projects are currently coming in the stage of approval of Concession projects by government. After that, Czech government at its session on May 23, discuseed further developmnet within implementation of PPP in the environmnet of public placing in the Czech Republic. The main conception material was partial materials and conclusions of feasibility studies prepared by contractors at all pilot projects. These were gathered by the Ministry of Finance in a complex 'Analysis of PPP pilot projects". A long expected output of the governmental meetings was unequivocally the governmental decision to support the PPP principle and continue in the implementation of PPP in the public placing system. Pilot PPP projects analysis carried out by the Ministry of Finance25. 4. 2007Ministry of Finance presented a material to the government, which verifies the legitimacy and efficiency of projects included in the pilot PPP projects. Partial intentions of the performed analysis was to evaluate the existing duration of work on pilot PPP projects and the current state of their preparation, verification of setting of new legislation and processes and identification of problems, which occur during the preparation of projects. All pilot projects are in their preparatory stage, thus before the approval of feasibility studies and start of concessionaire selection process. Analysis conclusions implied that the realization of projects by means of PPP may be efficient in a long-term point of view. PPP projects news2. 4. 2007Pilot PPP projects are currently coming in the stage of approval of Concession projects by government. The next step will be announcement of tenders and selection of private partners for the realization of projects. In relation to the procedures of preparatory works on the projects - Court houses, Security prison and Central Military Hospital, consultants to the Ministry created information materials, which summarize important concolusions of Concession projects and recommendations for further steps. Attached materials are to serve for professional public for better orientation in the development of projects and bring updated information about the planned extent of the project, expected involvement of a private partner, transfer of risks and other important parameters. Information are also to prepare potential interested persons in the realization of projects for further steps before the finalization of placing documentations. Combination of PPP and EU funds is feasible – a study by the Ministry for Regional Development c11. 7. 2006The Ministry for Regional Development had a study elaborated, which maps the application of the PPP principle at the implementation of projects using EU funds. The aim of the study was to identify combination options of PPP and EU funds in connection to actual identified possibilities in a new program period from 2007 to 2013. Accounting and Taxation methods concerning PPP projects in the Czech Republic19. 6. 2006PPP Association has placed an order for a study elaboration that shall aim to map accounting and taxation issues regarding Czech PPP projects implementations. This study has been placed primarily for a reason of prevailing confusion among private and public sector subjects in context of possible legislative taxation barriers for pilot PPP projects proceedings. This material was developed in cooperation with Ministry of Finance and PPP Centre and ought to provide an accurate and rational insight into possible taxation situations in processes of PPP projects realizations. Notice no. 2 of the Ministry of Finance, by which Concession act is executed by publishing in Statute-book under no. 238 / 2006 Sb. President has signed the concession act and the act of placing public tenders5. 4. 2006The new legislation governing public tenders and concessions proceedings has been definitively passed and will come into force soon. Today, the President of the Czech Republic Vaclav Klaus confirmed both acts passed by the parliament in the middle of March. The first reading in the Chamber took place on August 17, 2005 at the 46th meeting. Text in attachment 2.
