PPP Centrum

PPP center plays an important role within the PPP implementation in the Czech Republic. The center creates methods for PPP and participates in the preparation and implementation of pilot projects. The PPP center establisher is the Ministry of Finance and the National Property Fund. The PPP Center web sites address is www.pppcentrum.cz.

The PPP Centre Mission is to:

  • Secure successful implementations of PPP projects in the Czech Republic
  • Create and foster an effective model of PPP projects control and evaluation
  • Enable PPP information and experience exchanges
  • Minimize PPP related risks for the public sector
  • To provide a professional assistance for all bodies of the public sector in all stages of PPP project preparations
  • Assure transparency and ethical values promotion in all stages of PPP implementations
  • Broaden professional capacities and serve as a long-term consulting partner carrying specialized knowledge of Czech PPP issues
  • Cooperate with the Division of Methodology and Regulation of the Czech Ministry of Finance, which is responsible for monitoring and regulation of any future long-term liabilities burdening the public budget in context to PPP
  • Behave fairly, neutrally and transparently

According to its mission, the PPP centre will assist to public sector bodies only, which includes central offices and representatives of autonomous territorial units. The only profit generated by the PPP Centre related to PPP will flow solely from the Ministry of Finance and other public sector bodies that place such tenders.

PPP Centre activities will be based upon and derived from its mission and the actual public sector demand regarding the PPP

I. Methodology

The PPP Centre methodology mission is to prepare an accurate environment for successful implementations of Czech PPP projects, including changes in the legal environment in all spheres crucially important for pilot projects preparations. PPP Centre will prepare methodology materials, as well as models of investment plans, financial analysis and concession contracts.
Methodology proposals in the form of drafts will be designed in the first stage of preparation. These materials, commented by the interdepartmental work-group, as well as by a broad range of specialists, will be used primarily for a preparation of pilot projects. At the second stage, starting two years later, an official version of documentation, adjusted by experiences acquired during implementation of all pilot programs, will be released. II. Project support

The PPP Centre aims to support the public sector during all processes of PPP project developments, implementations and realizations, focusing mainly on the areas demanding strictly professional, fast and effective approach together with appropriate risk management principles if necessary. The goal is to spread and implement all the best strategies and valuable experiences gained by PPP projects operations and provide the public sector with an opportunity of becoming private sector’s “WORTHFUL CLIENT for PPP”.

PPP Centre will provide its assistance in these particular stages:

A. Before the involvement of consultants from private sector:

  • Project identifications and initializations
  • Formulation of a preliminary documentation
  • Formulation of preliminary commercial and financial analysis
  • Selection and supervision of consultants in order to assure an equal position of the public sector in PPP processes

B. Over a period of an active cooperation between the public sector beneficiaries and private sector consultants.

Project management on behalf of public sector beneficiaries:

  • Evaluation of proposals and propositions
  • Preparations of public tender strategies
  • Selection of winning tenders

C. Over the period of a project implementation:

  • Monitoring of PPP projects that are already finished

PPP centre does NOT aim to create any competition for consultants coming from the private sector. The intention of PPP Centre is rather opposite. It aims to provide a professional assistance for beneficiaries in such project stages and areas, where private consultants cannot deliver the specific service at all or where their services would be ineffective or objectionable.

The PPP Centre will provide the public sector with strong devices allowing an effective counterforce against private sector to emerge. It shall provide consulting services only and thus never operate on a basis of an executive body. PPP Centre will never consist of a sufficient number of people to be able to cover all project stages. Therefore this activity will always fall into the domain of public beneficiaries who will, according to their preferences, use services of specialized consultants form the private sector.

Through the assistance, PPP Centre will ensure that all processes of project preparations are professionally managed and that services of private consultants are used accurately and effectively.

Human Resources

In order to allow the PPP Centre for accurate service deliveries, its consultancy team will consist of experts carrying desired knowledge and practical experiences from the fields of financial and legal advisory. These specialists will make the team of project managers whose objectives will be:

  • To provide professional, effective and efficient support to the public sector in PPP preparation processes
  • To assure that the experiences from other projects are effectively transferred and implemented into the actual PPP model
